Air Force Space Command posts GEODSS sources sought
On April 5, the U.S. Air Force Space Command posted a sources sought notice for Ground-Based Electro-Optical Deep Space Surveillance System (GEODSS) (Solicitation Number: FA2517-18-R-8000). Responses are due by 5:00 p.m. MST on April 23.
This is a Sources Sought Notice only. This is not a request for proposal but a survey to locate potential sources that would be responsible for operations & maintenance (O&M) and support to the Ground-Based Electro-Optical Deep Space Surveillance System (GEODSS) at various World Wide Locations.
The 21st Contracting Squadron at Peterson Air Force Base (PAFB) Colorado seeks potential sources to provide 16-hour-a-day, 7 day-a-week operations for geographically separated units meeting mission requirements and other specified lesser requirements in support of the 21st Space Wing, Operations Group. The contractor shall be responsible for the operations and maintenance of the Ground-Based Electro-Optical Deep Space Surveillance System (GEODSS) optical sites located at Socorro, New Mexico; Diego Garcia, British Indian Ocean Territory; and Maui, Hawaii. The mission for GEODSS is to detect, track, and identify all tasked space objects within its area of coverage. GEODSS provides metric data to the Joint Space Operations Center at Vandenberg AFB CA.GEODSS provides Space Object Identification to the USSTRATCOM Joint Intelligence Center at Offutt AFB, NE. The subsequent contract will include a projected sixty-day phase-in period. The Government anticipates a contract performance period of a basic period with five (5) option periods. Contract type has not yet been determined; however, the current contract type is Firm-Fixed Price with cost-reimbursable logistics CLINs. The draft Request for Proposal (RFP) will be issued in the future and will include an updated draft Performance Work Statement (PWS). The current GEODSS PWS is attached for your information. Also attached are Market Research questions to help the Government determine the most appropriate source selection strategy.
