NGA announces upcoming Geospatial-Intelligence Data Transformation Service II RFP
On June 12, the National Geospatial-Intelligence Agency posted the following notice. The agency anticipates releasing the RFP on June 30, with proposals due by July 28.
On behalf of the National Geospatial-Intelligence Agency (NGA), this is a presolicitation notice regarding the upcoming Request for Proposal (RFP) for the Geospatial-Intelligence Data Transformation Service II (GDTS II) Program.
The purpose of the GDTS is to validate, verify, remediate and transform ingested file-based data sources, regardless of specification, to allow for search and discoverability when data is stored in National System for Geospatial-Intelligence (NSG) libraries and other locations. In addition, the GDTS Full Motion Video (FMV) capabilities allow FMV data to be transcoded where applicable and disseminated in near real time at multiple security levels. GDTS clips FMV into segments and disseminates to NSG libraries for storage and access.
The scope of GDTS II covers the baseline GDTS functionality for data sources. The contractor shall provide all supplies and services required to meet GDTS functional and performance requirements for Application Service Provider (ASP) functionality. The ASP component of the GDTS system consists of the operational software in support of data and the contractor development/test environment. The contractor shall maintain the operational software baseline, incorporate new data sources and incorporate changes to existing data sources. The GDTS software must support multiple data sources and adapt to future changes related to ingest validation, remediation, transformation, and other data conditioning efforts.
The NAICS Code is 541512 with a small business size standard of $27.5M. NGA intends for this acquisition to be a full and open competition, with an anticipation of issuing a solicitation for this requirement on or about June 30, 2015, with a closing date for proposals on or about July 28, 2015.
