DIA releases RFP for space/counterspace SETA
On July 22, the Virginia Contracting Activity released an RFP for Space/CounterSpace SETA (HHM402-16-R-0030). Responses are due no later than 2:00pm on August 29, according to FedBizOpps.
This requirement is for the Defense Intelligence Agency, Directorate for Science & Technology (DS&T) Space and Counterspace (SCS) office for contractor support services to sustain SCS mission management and execution responsibilities including: conducting requirements development, capability gap analyses, test & evaluation, preparing for and enabling technical collection operations and data exploitation. The contractor team shall provide expert and scientific and engineering advice, space community expertise, operational support functions, security support and logistics support. The intention is to award a single contract resulting from the solicitation. The proposed acquisition is a follow-on requirement. Solicitation number HHM402-16-R-0030 is a full and open competition under NAICS code 541712, the small business size standard for this NAICS is 1000 employees.
All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the System Award Management (SAM). The security requirement for performance under this contract is a minimum of a Top Secret facility clearance with Top Secret safeguarding capabilities.
The period of performance for the resulting contract(s) will be one base year award with four option periods of 12 months each, and a possible six (6) month extension of services utilizing FAR 217-8 Option to Extend Services.
The RFP includes instructions for preparation of offerors proposals, information on how to receive the Statement of Work, and evaluation criteria.
