Army posts MFLTS presolicitation notice
On February 8, the U.S. Army posted a presolicitation notice for Machine Foreign Language Translation System (MFLTS) Text-to-Text (T2T) Language Packs (LPs) (Solicitation Number: W909MY-18-R-0011).
The Army Contracting Command Command-Aberdeen Proving Grounds (Belvoir Division), in support of Program Executive Office Intelligence, Electronic Warfare and Sensors (PEO IEWS) Product Manager, Machine Foreign Language Translation System (PD, MFLTS) intends to issue a Request for Proposal (RFP) for award of Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts on a Lowest Price Technically Acceptable (LPTA) basis. The awarded IDIQ contracts will have an ordering period of five (5) years and will allow for Firm-Fixed Price (FFP) delivery/task orders for Machine Foreign Language Translation System (MFLTS) Text-to-Text (T2T) Language Packs (LPs) requirements. This acquisition is for the integration of Commercial-Off-The-Shelf (COTS) T2T LPs with the Government owned MFLTS Software (SW) Application in support of an evaluation of the suitability and effectiveness of COTS T2T LPs with respect to providing a language translation capability to Soldiers. T2T LPs include the following languages: Russian, Dari, Pashto, Urdu, Farsi, Polish, Korean, Mandarin Chinese, Ukrainian and Modern Standard Arabic (MSA). Additionally, support is required for the Government’s integration testing, and evaluation effort during a Test & Evaluation (T&E) and/or Enterprise License period. All responsible sources may submit a proposal which will be evaluated in accordance with RFP Number W909MY-18-R-0011. MFLTS documents in reference to this requirement have been updated and uploaded in the reading room under W909MY-17-R-A023.
This acquisition provides for full and open competition. The North American Industry Classification Systems code (NAICS) for this effort is 541930, which has a size standard of $7.5M. All offerors must be registered with the System for Award Management (SAM) in accordance with FAR 52.204-7 and DFAR 252.204-7004. In addition, all offerors must complete and submit the Certifications and Representations as set forth in FAR 52.212-3. This can be accomplished through the following website: https://sam.gov.
