US Army issues C5ISR BAA

On November 1, the U.S. Army issued a broad agency announcement (BAA), solicitation number W56KGU-23-R-RTID, sponsored by the U.S. Army, Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR) Center, Research & Technology Integration (RTI) Directorate. This BAA will be open for five (5) years from the date of original issue and will be valid through 01 November 2027, unless terminated sooner.

The mission of the RTI Directorate is to develop and integrate command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance technologies that enable information dominance and decisive lethality for the networked Soldiers. The RTI Directorate provides the U.S. Army with secure communications and networking technologies through research and development (R&D) innovations. This BAA invites industry to submit innovative science and technology (S&T) proposals that address the technical portfolio areas of the RTI Directorate:

  1. Soldier & Platform Mission Equipment
  2. Spectrum Dominance & Intelligence
  3. Advanced Technology

This BAA is a hybrid approach, combining elements of an open, two-step process with calls for white papers. The BAA offers the maximum flexibility to the RTI Directorate and opportunities for respondents. Step-One will be the evaluation of the Offeror’s white paper submission. Step-Two will be a request to submit a formal proposal for selected white papers that are found to be consistent with the intent of the BAA and which are of interest to the RTI Directorate.
