INSCOM releases Biometric-Enabled Intelligence RFI
On April 8, the U.S. Army Intelligence and Security Command (INSCOM) released a request for information (RFI) for the Biometric-Enabled Intelligence (BEI) acquisition. Responses are due by 11:59 a.m. Eastern on April 13.
The Biometric-Enabled Intelligence (BEI) contract will require the contractor to perform all-source intelligence analysis and production in accordance with (IAW) Executive Order 12333, U.S. Army Intelligence Activities; Department of Defense (DoD) Manual 5240.01, Procedures Governing The Conduct of DoD Intelligence Activities; ATP 2-22.82, Biometric Enabled Intelligence; Intelligence Community Directives (ICD), including ICD 203 (Analytic Standards), ICD 205 (Sourcing Requirements for Disseminated Analytic Requirements), and ICD 206 (Sourcing Requirements for Disseminated Analytic Products); and all other applicable ICDs and National Ground Intelligence Center (NGIC) standards and procedures.
Additionally, the contractor shall perform watchlist management functions in accordance with established Biometric-Enabled Watchlist (BEWL) Standard Operating Procedures (SOPs), coordinate reach-back Identity Intelligence (I2) support for deployed forces, and perform supporting tasks to successfully execute the I2 mission.
