Army announces TLS Industry Day

On June 14, the U.S. Army announced an Industry Day for the Terrestrial Layer System (TLS). Registration closes on July 5 for the July 11 event.

On 11 JUL 19, PM EW&C will host a Terrestrial Layer System (TLS) Industry Day #2 at the Multi-Training Facility (MTF), Mallette Hall Auditorium, Bldg 6008, Jayhawk Road on Aberdeen Proving Ground, MD for Government and Industry representatives. The Government has revised its Acquisition approach and will update Industry on the TLS requirements and strategy. We welcome both current and potentially new industry partners in discussions regarding the future of TLS. 

The Government intends to utilize the C5 Consortium to award one or more Other Transaction Authority (OTA) for TLS prototype and integration efforts 3QFY20. The Government will utilize a Request for White Paper (RWP) in conjunction with a bid sample as selection criteria for award(s). 

The Government will hold a For Official Use Only (FOUO) TLS program strategy overview and will give Industry members capable of safeguarding, processing, and manufacturing (TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI)) levels of information an opportunity to review the draft TLS specification materials during a controlled “Reading Room” session in the morning. In the afternoon, the Government will provide a C5 Consortium Overview followed by a Q&A session. Only two (2) representatives per company will be permitted to attend the “Reading Room” session. There will be no note taking, open discussions or copying of materials at this time. 

Prior to Industry Day #2, the Government intends to release a draft RWP on or about 27 JUN 19. It is the Government’s intent to have Industry review the draft RWP prior to engaging in Industry Day #2. 
Post Industry Day #2, the Government will release its final RWP for TLS on or about 12 JUL 19. The final RWP document will be (UNCLASSIFIED FOUO), however reference documents required for successful Industry responses are classified up to the (TS/SCI) levels. Only Industry members capable of safeguarding, processing, and manufacturing (TS/SCI) information will receive all reference documents outlined within the RWP. The Government will not release classified documents prior to Industry Day #2.

The Government will release bid sample criteria with the final RWP on or about 12 JUL 19. The Government will evaluate Industry submitted RWPs and will invite Industry members best capable of meeting all of the TLS requirements to submit a bid sample for further evaluation on or about 30 AUG 19. Bid samples will allow Industry to demonstrate both design maturity and design capability.
