On March 31, the National Geospatial-Intelligence Agency (NGA) posted a sources sought notice for Technical Surveillance Countermeasures (TSCM). Responses are due by 5:00 p.m. Eastern on April 14.
NGA in support of the Office of Counterintelligence (SIC) is seeking information on how an interested contractor could provide security support services to integrate, enhance, and optimize technical security and signals countermeasures programs in support of the protection of national intelligence, sources, and methods, including sensitive compartmented information, and the facilities, systems, and networks that house them.
The purpose of this sources sought is to determine if adequate competition exists in the commercial marketplace to meet the requirements outlined in the NGA TSCM Draft Statement of Work (SOW) dated 25 March 2026.
NGA has a mission-critical need for technical security support services to the Office of Counterintelligence necessary to complete associated tasks and responsibilities in the following functional areas outlined below:
- Technical Surveillance Countermeasures (TSCM): Pre-Construction Surveys, Emergency Surveys, Routine Surveys, In-Place Monitoring
- Data Engineering: Database design, implementation, and management
- Software Development: Application design, coding, testing, and maintenance
- Front-End Development: User interface design and implementation
- Back-End Development: Server-side logic and API development
- Technical Security and Signals
