USSOCOM looking for ISR services

On August 15, the U.S. Special Operations Command (USSOCOM) posted the following request for quotes for ISR services. Proposals are due on September 4.
The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA, 92155 intends to award a 100% Small Business Set-Aside contract for twenty (20) flight hours of manned Intelligence, Surveillance, and Reconnaissance (ISR) and Simulated CAS (SIMCAS) at the Muscatatuck Urban Training Center (MUTC) in Butlerville, IN. Flight hours will consist of five hours each day, Monday through Thursday of the designated week of training.
The periods of performance for the training dates are as follows::
19-23 October 2015
4-8 January 2016
The ISR services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items.
