SPAWAR to issue RFP for afloat global C4ISR installation

On February 7, the U.S. Navy Space and Naval Warfare Systems Command posted a presolicitation notice for Afloat Global C4ISR installations (Solicitation Number: N00039-17-R-0003). Responses are requested no later than February 17 at 4:30 P.M. Pacific Time.

The Space and Naval Warfare Systems Command (SPAWARSYSCOM) intends to release Request for Proposals (RFP) number N00039-17-R-0003 for the procurement of Afloat Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) installation services to be performed on surface ships, submarines, and special purpose crafts.

The scope of this multiple award contract includes all afloat (includes ship and submarine) C4ISR, and supporting systems, current and future excluding the Navy Marine Corps Intranet (NMCI), (NGEN) or any future such contracts.

The Government anticipates award of Multiple Award Indefinite Delivery, Indefinite Quantity, Performance-Based Service Acquisition contracts with the flexibility to issue Fixed-Price Incentive (Firm Target), Cost-Plus-Incentive-Fee (CPIF), Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) task orders. The prospective contracts will have one (1) five-year base ordering period and one (1) five-year option ordering period for a total ordering period of ten (10) years if the option is exercised. This is a full and open competition. The estimated level of effort for this procurement is 33,590,576 hours.

The Draft Statement of Work is posted on the SPAWAR e-Commerce website for review and comment under RFP number N00039-17-R-0003.

This procurement is considered to be the follow-on to the Global C4ISR Installation Multiple Award Contract (GIC). The following were the prime contracts awarded under the GIC:

The Government intends to hold an industry day regarding this follow-on opportunity on 22 February 2017. All organizations interested in participating in the industry day shall note its desire in its response to this synopsis as detailed below. Attendance shall be limited to three (3) representatives per organization (to include any potential subcontractors).
