NIWC Pacific to release airborne comms RFP
On June 14, the Naval Information Warfare Center Pacific issued a presolicitation synopsis for airborne communications and networking.
The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) intends to issue Request for Proposal (RFP) No. N66001-19-R-0041 to obtain technical services for airborne communications and networking. The NIWC Pacific Air and Sensor Net-centric Integration (Code 55150) provides technical and programmatic support for Command, Control, Communications, Computer and Intelligence Surveillance Reconnaissance (C4ISR) Systems, Airborne, Ashore and Afloat, for Naval, Joint, Coalition and Federal projects and programs. Technical support is needed for engineering, technical and programmatic services for communication and networking systems, and associated certification and information assurance for new developments, current operations and planned upgrades.
A Draft Performance Work Statement (PWS) is attached to the synopsis.
The proposed requirement will be solicited under a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside with multiple awards anticipated. The contractors will be selected based on best value to the Government in terms of both technical capability and price/cost reasonableness. The NIWC Pacific Small Business Office (SBO) concurred with the acquisition strategy decision 3 June 2019.
NIWC Pacific intends on awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) type contracts. The prospective contracts will have a three year base period with seven one-year option periods. The estimated level-of-effort for the total requirement is 536,500 labor hours. The NAICS code for this procurement is 541330 with a size standard of $38.5 million.
The solicitation and any amendments will only be available electronically on the Space and Naval Warfare Systems Command E-Commerce Web Page at https://e- commerce.sscno.nmci.navy.mil/, under NIWC Pacific – Open Solicitations. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. It is estimated that the solicitation will be released in August of 2019 with responses due 30 days thereafter.
