Jessica Stewart has been appointed mission area executive for National Security Analysis at the Johns Hopkins University Applied Physics Laboratory (APL) in Laurel, MD, APL announced June 5. Stewart brings to the post deep analytic expertise and strong leadership skills, honed over two decades of working directly with sponsors to develop solutions to technical, operational and strategic challenges.
Since joining APL
in 2016, she developed and led a portfolio of analytic work supporting
combatant commands. She most recently served as the program area manager for
Innovative Operational Concepts, leading cross-functional teams that addressed
military posture and readiness, operations and technology issues.
Prior to joining APL,
Stewart was a senior research scientist for the Center for Naval Analyses,
where she directed projects and published research on military strategy,
operations, emergency response and disaster preparedness, and measures of
efficiency and effectiveness.
Her significant
operational experience includes serving as an embedded analyst with U.S. Naval
Forces, Europe and Africa, and U.S. Sixth Fleet; U.S. Naval Forces, Middle
East, and U.S. Fifth Fleet; and Commander, Operational Test and Evaluation
Force. During Operation Iraqi Freedom, she served as an embedded field analyst
with U.S. forces in the Middle East, providing on-scene reconstruction and
analysis of tactical operations for commanders and senior decision-makers.
Stewart has a BA in international affairs from George Washington University, an MA in national security studies, and a JD from Georgetown University. She is a member of the Maryland State Bar Association.
