INSCOM posts G3 Force Management notice

On March 19, the U.S. Army Intelligence and Security Command (INSCOM) posted a presolicitation notice for the upcoming G3 Force Management acquisition.

The ACoS G-3 Force Management contract provides technical support to INSCOM’s Assistant Chief of Staff (ACofS), G3 in the areas of Force Management, Manpower Studies and Analysis, (Unit) Stationing support, Equipment Requirements Validation Review Board (ERVB) support, INSCOM Total Army Analysis Update Brief (ITUB) support and Inter/Intra office Task Management synchronization services.

The United States Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to award a competitive base plus four option years, Cost-Plus-Fixed-Fee (CPFF) type contract in support of the U.S. Army Information and Security Command (INSCOM)) G-3 Force Management requirement for 10 Contractor Man-hour Equivalents (CMEs). ACC-DTA will solicit this requirement under solicitation W50NH9-20-R-0006 and will utilize FAR Part 15 (Contracting by Negotiation) Best Value Trade-off procurement procedures.

Under this effort, the contractor will provide the personnel and supervision necessary to perform Force Management technical service, support, Manpower Studies and Analysis, Stationing support, Equipment Requirements Validation Review Board Support, INSCOM Total Army Analysis Update Brief support and Inter/Intra office Task Management synchronization services. ACC-DTA intends to solicit this procurement as a small business set-aside.

The current action is being performed by Pluribus under Contract Number W911W4-14-D-0020. ACC-DTA plans to release the solicitation via beta.SAM.gov on or about 27 March 2020, with a Target Award Date of 31 August 2020.
