INSCOM issues SAOF RFI

On October 10, the U.S. Army Intelligence and Security Command (INSCOM) issued a request for information for the Secure Admin Operating Facility (SAOF) acquisition. Responses are due by November 8.

The Army Contracting Command-Warren INSCOM Fort Belvoir, Virginia is issuing this request for information as a means of conducting market research to identify parties having an interest in full IT engineering and installation for the Secure Admin Operating Facility (SAOF) in support of the US Army Intelligence & Security Command (INSCOM) located on Fort Belvoir, VA.

This acquisition will include support services for passive and active infrastructure; IT equipment racks and in-row cooling solution; audio/visual systems; automated information systems (AIS); unified capabilities systems; voice over internet protocol (VoIP) tasks; and power to provide mission networks supporting tenant requirements. The end-state objective is to provide a fully compliant IT Fit-Out for the SAOF IAW the Government provided Information Technology (IT) Fit-Out Design Plan and ICD-705.

The Secure Admin Operating Facility (SAOF) a Sensitive Compartmented Information Facility (SCIF) being fit-out in accordance with (IAW) Intelligence Community Directive (ICD) 705. The INSCOM SAOF is located at Fort Belvoir, VA. The SCIF will contain the new C4I/IT systems and equipment for networks.

The basic service objectives associated with performance under this contract include but may not be limited to the following: Engineering and installation of all passive and active IT infrastructure to include equipment racks and in-row cooling solution; audiovisual and video teleconferencing systems; end user device connectivity; automated information systems; voice over internet protocol (VoIP); and unified capabilities systems. Logistics support to ensure accountability and turnover of equipment and materials IAW applicable regulatory guidelines. Program and project management support. Documentation of all installed cabling and systems.
