DoD issues OUSD(I&S) support sources sought
On December 14, the Department of Defense (DoD) issued a sources sought notice for a non-personal services contract to provide administrative and professional support services to the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)). Responses are due by 12:00 p.m. Eastern on January 11.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform end to end solutions and provide supplies that satisfy the scope, objectives, and deliverables identified in the Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
The Under Secretary of Defense for Intelligence & Security (USD(I&S)) is the principal staff assistant and advisor to the Secretary of Defense and the Deputy Secretary of Defense on intelligence, counterintelligence, security, sensitive activities, and other intelligence-related matters. The USD(I&S) exercises the Secretary of Defense’s authority, direction, and control over the Defense Agencies and DoD Field Activities that are Defense intelligence, counterintelligence, or security Components and exercises planning, policy, and strategic oversight over all DoD intelligence, counterintelligence, and security policy, plans, and programs.
The USD(I&S) is supported by the Director for Defense Intelligence Special Programs & Sensitive Activities (DDI (SP&SA)), Director for Defense Intelligence Global Integration & Strategic Partnerships (DDI (G&SP)), Director for Defense Intelligence Counterintelligence, Law Enforcement & Security (DDI (CL&S)), and Director for Defense Intelligence & Security & Resources (DDI (SP&R)) and the The Executive Director. (ExecDir). The Executive Directorate provides support to entire organization and consists of the following offices: Chief of Staff (CoS); Human Capital Management Office (HCMO); Congressional Activities (CA); and Special Access Program Control Office (SAPCO). In addition, the following offices are Direct Reports to the Under Secretary and fall, administratively, under the ExecDir: OSD Red Team and Advanced Intelligence Capabilities (AIC) office.
The objective of this effort is to obtain specialized and sensitive professional, technical, analytical, and administrative services to assist OUSD(I&S). The contractor will provide a wide range of high quality technical, analytical, programmatic, functional and administrative support services from subject matter experts experienced in working with Department of Defense (DoD) senior management, Congressional staffers, the Office of the Director of National Intelligence (ODNI), and other DoD and non-DoD agencies in the areas of intelligence and security. The number, type and essential skills shall be dictated by the nature of the tasks in each order.
