DISA releases RFP for ESS III

On August 9, the Defense Information Systems Agency posted a request for proposals for Enterprise Storage Solutions III (Solicitation Number: HC108418R0001). Questions are due no later than 8:00 a.m. CT on August 22. Proposals are due by 8:00 a.m. CT on September 10.

This Solicitation Notice serves as notification to industry of the attached Request for Proposal (RFP) package for DISA’s Enterprise Storage Solution (ESS) III capacity services procurement, hereafter referred to as ESS III.

This is recompete of the current ESS II contract, HC1028-15-D-0002.  The scope of the ESS III acquisition is to provide a managed storage service for the Government providing solutions to support all application workloads.  The storage service solution shall include all storage, network, and operating system hardware and software functioning within these environments.  The contract shall require the Contractor to provide a solution for off-site storage of tape/media.  The Contractor must provide the Government with a detailed hardware/configuration list for all solutions.

DITCO intends to negotiate a firm fixed price single indefinite delivery indefinite quantity (ID/IQ) type contract.  The period of performance will consist of a 5-year base period followed by five 1-year options.  DITCO anticipates to make award selection of this competitive acquisition utilizing FAR Part 12 and FAR Part 15 source selection tradeoff process.  This will be a full and open competitive procurement.
