Army posts RTC presolicitation notice

On November 15, the U.S. Army posted a presolicitation notice for Redstone Test Center (RTC) Directorate Support Services (Solicitation Number: W91CRB-18-R-0009).

The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for RTC Directorate and Staff Support (RDSS) at Redstone Arsenal, Alabama. It will be set-aside for 8(a) Small Businesses under NAICS 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nonotechnology and Biotechnology) with a size standard of 1,000 employees. The resulting contract is expected to be a five year (one year Base Period, four one-year Option Ordering Periods) Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract, with a maximum seven year period of performance.

Redstone Test Center (RTC) provides technical support to the local aviation and weapon systems acquisition community, the US Army, and other customers (Department of Defense (DOD), private industry, Joint Services, and foreign governments) for aviation and weapon system research, development, production, and post-deployment testing activities. These efforts are conducted primarily at Redstone Arsenal, but test and evaluation support is also provided at other Continental United States (CONUS) and outside CONUS (OCONUS) sites on a temporary duty basis. Contractor support is required for indirect test support services related to Army staff functions, such as: administrative, intelligence and security, environmental and safety, plans and operations, facilities, logistics, communications, information management and resource analysis. The capacity in which the support functions will operate are crucial and essential to RTC and its mission to support the Warfighter, however, these functions are indirect to the tests being performed.
