Army posts EMARSS-E prototype aircraft notice

On July 3, the U.S. Army posted a special notice for the development of up to two Enhanced Medium Altitude Reconnaissance Surveillance Systems-Electronic Intelligence (EMARSS-E) prototype aircraft. A Virtual Collaboration Event will be held on July 10, 2019 for this opportunity.  

This is not a notice for a solicitation. This is not a Request for Proposal or Request for Enhanced Whitepapers (EWPs). This Special Notice is to advise that the Government intends to issue a Request for Whitepapers (RWP), AMTC-19-06, under the Aviation and Missile Technology Consortium (AMTC) Other Transaction Agreement (OTA) for the development of up to two (2) Enhanced Medium Altitude Reconnaissance Surveillance Systems-Electronic Intelligence (EMARSS-E) prototype aircraft that will be capable of intercepting, direction finding, and geolocation of emitters, and support of All-domain Overhead Cooperative Operations (AOCO). 

The effort will evaluate the technical feasibility and manufacturing feasibility of the prototype being developed.  Included in the assessment of a prospective offeror’s manufacturing feasibility will be a mandatory pre-award survey on-site visit conducted by the Government prior to the submission of EWPs under RWP AMTC-19-06.  Pre-Award Survey Checklists will be provided to each offeror and will be used to assess a prospective offeror’s manufacturing feasibility.  Information obtained during the pre-award survey on-site visit will be assessed on an overall Pass/Fail basis. All requests for pre-award on-site visits must be forwarded to Brian Huff (brian.l.huff3.civ@mail.mil) and Marc Busala (marc.busala.civ@mail.mil) no later than 5:00pm CDT on 15 July 2019 and be completed no later than 5:00pm CDT on 25 July 2019.  Any potential offeror not willing to schedule the pre-award on-site visit need not provide a submission to this RWP.
