Army CERDEC Intelligence and Information Warfare Directorate posts RFI

I2WD 112On August 6, the Army Contracting Command posted the following Request for Information (RFI) for EWA/GS Next Generation Innovative and Novel Engineering Support (ENGINES). Capability statements must be received no later than 12:00 noon of September 4.

The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005, on behalf of the Communications Electronics Research and Development Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD) Electronic Warfare Air/Ground Survivability (EWA/GS) Division, is conducting a Market Survey to identify potential qualified sources for EWA/GS Next Generation Innovative and Novel Engineering Support (ENGINES). ENGINES will support the family of AN/APR-39 Radar Signal Detecting Sets (RSDSs) and provide the means to attain solutions for developing advanced prototype Aircraft Survivability Equipment (ASE) hardware and techniques, modifying and retrofitting existing fielded production systems and installing/testing the APR-39 onto rotary and fixed wing aircraft belonging to the Army, Navy and Marine Corp.

Currently the AN/APR-39 Family of Systems is undergoing a development and test program under a Government directed Engineering Change Proposal to implement the D(V)2 configuration. The current AN/APR-39D(V)2 baseline system configuration consists of a System Specification, Software Documentation and Installation and Acceptance Test Specification. No Government Furnished Information (GFI) relating to the technical data package (TDP) to include software source code, firmware and Level III drawings is available at this time.

Interested sources shall clearly demonstrate how they would propose supporting the AN/APR-39 Family of RSDS in a manner which does not degrade the performance of the mechanical/electrical/software interfaces of future AN/APR-39D(V)2 configurations and the legacy AN/APR-39A/B/C RSDSs fielded systems. These system interfaces include, but are not limited to, the following: AN/AAR-47/57 Missile Warning Set, AN/ALE-47 Countermeasures Dispenser, AH-64D & AH-1Z Mission Computers, AN/AVR-2 Laser Detecting Set, AN/APR-44 Continuous Wave Radar Detection Set, AN/ALQ-213 Electronic Warfare Management System (EWMS), RS-422 & MIL-STD-1553 Databus Communication and Rapid Reprogramming Terminal (RRT) interfaces and current IP-1150A and Meggitt Digital Displays with commensurate voice warning interfaces.

In addition to the Program of Record support and currently planned AN/APR-39D(V)2 capabilities, the Government has on-going Research and Development activities which have planned completion dates and technology insertion dates within the POR schedule. Proposers to this RFI should indicate how they would support insertion of Government R&D activities (as identified below in the bulletized listing) into the APR-39 POR. As previously stated above in the beginning of this section in the RFI, no technical data package including software source code, firmware and level III drawings are available at this time.
