On December 22, the Defense Intelligence Agency (DIA) issued an update to its NeedipeDIA broad agency announcement (BAA). This BAA runs until December 2028.
The DIA is continually innovating to improve and enhance its mission execution, and must efficiently seek out to leverage ideas, practices and capabilities created anywhere. DIA has enhanced its ability to efficiently leverage solutions from industry and academia by establishing NeedipeDIA. NeedipeDIA facilitates inventive engagement with industry and academia ina manner that supports DIA’s innovation efforts while addressing the security requirements germane to an intelligence agency.
NeedipeDIA is a system that collects and presents mission needs to innovators using outward facing web portals on both classified and unclassified networks and then facilitates collaborative engagement with industry and academia who present solutions to those Needs. Offerors review these Needs and submit two-page white papers that summarize innovative ideas and solutions referencing what is described. Submitted white papers are then reviewed by mission owners and engagement with offerors will scale with Government interest. If this conversation results in the Government requesting a proposal (RFP) for products and/or services from the offeror, this BAA backs up that conversation with a rapid contracting solution that is in accordance with Federal Acquisition Regulations (FAR).
In this manner, NeedipeDIA enables DIA to express capability needs to a larger community of innovators and encourages participation from established partners and offerors that have never worked with federal agencies. The list of needs on the NeedipeDIA webpages are designed to communicate the solutions DIA is seeking, while providing an entry point into Government acquisition through both an open BAA and a Commercial Solutions Opening (CSO).
This BAA is intended to support and fulfill requirements for mission innovation while also providing a pathway for research, study, and experimentation directed toward advancing state-of-the-art technologies and increasing knowledge and understanding of topics related to the Defense Intelligence Enterprise (DIE).
