DSS posts draft RFP for intelligence information reports

On April 7, the Defense Security Service posted the draft solicitation for its Intelligence Information Reports requirement (Solicitation Number: HS0021-18-Q-0003).

The Office of Acquisitions, Defense Security Service (DSS), Quantico, Virginia 22134 intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract utilizing procedures under Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items), and FAR Subpart 16.5 (Indefinite Delivery Contracts), for a contractor to generate Intelligence Information Reports (IIRs) in support of the Collection Management Branch (CMB) at DSS.

Attached is the Draft Solicitation and the IIR Q&As excel sheet.  The Government has a tight timeline to meet, so the final solicitation will only be posted for two weeks. Questions will be answered with an amendment and no phone calls will be accepted.

The purpose of this effort is to obtain support to reduce a backlog of counterintelligence (CI) reports and the processing of Intelligence Information Reports (IIRs). This is a non-personal supply contract to provide IIR backlog processing. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

Contractor support is needed to assist the Collection Management Branch (CMB) to generate IIRs from cases. The contractor shall draft 25 cases per Reports Officer (RO) each week. The contractor shall review the Defense Security Service (DSS) Suspicious Contact Reports (SCRs) and analyze the reported information to determine if it satisfies DSS, Department of Defense (DoD) CI or other agencies’ collection requirements. The government will then determine suitability of the SCR for processing into an IIR.

All IIRs will be drafted in accordance with DSS and Defense Intelligence Agency (DIA) standard operating procedures. Draft IIRs are submitted to a Counterintelligence Special Agent (CISA) for review. The CISA will have the opportunity to provide corrective comments to the contractor not more than once per case. The case will then be sent to the branch chief (or his/her designee) for review. The branch chief (or his/her designee) will have one opportunity to make comments on the draft. Once the contractor has made these edits and resubmitted, the case is considered complete.
