On May 27, the U.S. Special Operations Command (USSOCOM) posted updates to its Digital Intelligence, Surveillance and Reconnaissance (D-ISR) solicitation. White papers are due by 5:00 p.m. Eastern on June 6.
USSOCOM PEO SOF Digital Applications (SDA) PM Intel is seeking innovative commercial solutions to support the D-ISR capability through this Area of Interest (AOI) under the existing Commercial Solutions Opening (CSO) H9241525X0001.
This AOI solicits proposals for deployable, affordable, and sustainable agile software development solutions for intelligence mission software that will support Special Operations Forces (SOF). The focus is on leveraging commercial innovation to integrate USGOV acquired Commercially Available Information (CAI), Publicly Available Information (PAI), and classified intelligence data to meet intelligence requirements across multiple network domains and classification levels.
Interested vendors must submit a 6-page white paper no later than 1700PM EST, June 6, 2025. Questions are to be submitted by May 28, 2025 in email to the POCS listed. White papers should demonstrate the offeror’s current solution against the Government’s required technical attributes and desired software developer attributes. Submissions will undergo a “Go/No-Go” screening followed by a technical evaluation. White papers must include a title page with company information, an executive summary, overview diagrams, and identification of subcontractors.
Selected vendors will participate in a phased evaluation process as outlined in the AOI and CSO, beginning with the white paper submission, followed by prototype demonstrations for the most qualified vendors. Successful prototypes may lead to follow-on production awards valued up to approximately $100 million through either FAR-based contracts or OT Agreements.
This effort supports USSOCOM’s strategy to accelerate development of intelligence capabilities through modern software methodologies including agile development, artificial intelligence, DevSecOps, and human-centered design processes.
