State Department requests bids for open source intel training
On September 24, the State Department Office of Inspector General issued the following solicitation (Solicitation Number: 10515A0440) for open source intelligence training.
The DOS Office of Inspector General – Department of State requires the following items, Brand Name or Equal, to the following:
To provide OSINT training to assist Leahy vetters to comply with the Leahy law and hold security force units accountable for gross violations of human rights. The Training Provider will provide a three (3) day bespoke OSINT training workshop for up to 14 US Department of State personnel, to be conducted in Washington, DC from 14 to 16 October 2015. The precise curriculum will be tailored to the needs of the State Department upon contract execution, but will meet the requirements laid out below. The core components of the workshop will focus on: planning; collection and security; collection and analysis; and intelligence production. The Training Provider will provide attendees from State with workshop materials to engage and assist participants during the course. These will include full details of the workshop modules and training objectives, bios of the core training team, and any other relevant supporting material. Per attached Statement of Work
Period of Performance: Approximately six weeks from contract execution; workshop delivery period of three (3) days in October 2015 (October 14-16, 2015).Solicitation and Buy Attachments
The Training Provider must be able to meet the following requirements:

Hosted, in-person, tailored training for three days

Led by open source intelligence experts with at least a decade of training and OSINT and analytical experience, and experience working with government and the intelligence community
