SPAWAR Pacific prepares to release C4ISR Systems Lifecycle And Engineering Services Support solicitation
On November 9, the United States Navy issued the following notice regarding upcoming solicitation number N66001-15-R-0060 for C4ISR Systems Lifecycle and Engineering Services Support. It is estimated that the solicitation will be released in December.
The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to issue solicitation No. N66001-15-R-0060 for Lifecycle and Engineering Services in support of SSC Pacific, Integrated Command, Control and Intelligence Engineering (IC2IE) Division, Philadelphia.
Specific efforts shall include logistics planning, post development assembly and test, world-wide system maintenance, development of user documentation and training courses, delivery of training to users and maintainers, 24/7 Help Desk support, installation and fielding of systems at user sites, site installation plans, site configuration management, and shall address supportability, maintainability and sustainability issues during system development and throughout the systems life and retirement or recapitalization of the systems at end of life. Efforts will also include systems engineering, hardware engineering, software engineering, network engineering, security engineering and test and evaluation.
This work requires an in-depth understanding and execution of an accepted industry standard Capability Maturity Model Integration (CMMI) for the entire hardware/software life-cycle process. The work will include process
development and progress monitoring using reporting procedures and measures of performance in accordance with best practices indicated by the selected CMMI. The work will also require an understanding of the evolving standards for Net Centric Enterprise Services, services-based Information Technology (IT) architectures, and publish-and-subscribe IT infrastructures. The work will include maintaining a continuous professional interface with other contractors supporting the IC2IE Division to ensure seamless operations from system development through fielding, support and restoration.
These systems serve to support Command Control and Intelligence functions for various operational communities employing imagery, intelligence, operational planning, and system/network security capabilities in direct and indirect support of combat and training operations. Variants of these systems are installed in Navy, Joint, and National Command Centers worldwide.
This is a total small business set aside, anticipated to result in a multiple award contract (MAC). SSC Pacific intends on awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract. The prospective contract will have a three year base period with a two-year option period.
