SAIC adds Douglas Wiltsie as defense systems operations VP

Reston, VA-based Science Applications International Corp. announced on January 28 that Douglas Wiltsie has joined the company as vice president of operations for the Defense Systems Customer Group. In this role, Wiltsie will oversee program execution, support business development, and manage several key customer relationships.

As the head for the U.S. Army Services and Mission Support operation, he will lead efforts in intelligence and sensor integration, enterprise services and IT modernization, and C4ISR services and solutions.

Wiltsie will report to Jim Scanlon, SAIC executive vice president and general manager of the Defense Systems Customer Group. “We are excited to welcome Doug to the SAIC team and look forward to growing our defense business and keep our momentum going. He is a great asset to the team and brings insight and expertise to our organization,” said Scanlon.

Wiltsie will work closely with Gabe Camarillo, SAIC vice president of strategy and planning for the Defense Systems Customer Group, to further develop long-term growth strategies. Camarillo joined SAIC after serving as the No. 2 acquisition official for the Army and leads strategy for SAIC’s Defense business.

Prior to joining SAIC, Wiltsie was a member of the Senior Executive Service for the Army. At the request of the Secretary of the Army, Wiltsie established and was the first director of the Army Rapid Capability Office. Its mission was to address strategic gaps defined by the Combatant Commanders that did not have a material solution that could be fielded within the next five years. This mission was executed through the use of incremental development and rapid prototyping.

During his extensive career with the Army, Wiltsie was the executive director of the System of Systems Engineering and Integration Directorate, Office of the Assistant Secretary of the U.S. Army (Acquisition, Logistics and Technology). In this position, he was responsible for providing a coordinated system of systems analysis, engineering, architectural and integration products to facilitate how the Army efficiently shapes, manages, validates and synchronizes the fielding of integrated materiel capabilities. Wiltsie was a direct report and principal advisor to the Army Acquisition Executive on all system of systems engineering and integration matters.

Wiltsie also held other DOD and Army program leadership roles, including the PEO for Enterprise Information Systems, where his responsibilities included management of more than 60 DOD and Army acquisition programs. Wiltsie was also the deputy PEO for Intelligence, Electronic Warfare, and Sensors, and the Assistant Deputy for Acquisition and Systems Management in the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology.

Wiltsie holds a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces and a Bachelor of Science degree in Mechanical Engineering from the Virginia Polytechnic Institute and State University. He is a recipient of the Meritorious Civilian Service Award and was twice awarded the Superior Civilian Service Award and the Commander’s Award for Civilian Service.
