PM IS&A posts DCRA framework RFI

On August 16, the U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) posted a request for information (RFI) for an Automated Data Collection, Reduction, and Analysis (DCRA) Framework. Responses are due by 4:30 p.m. on September 5.

ACC-APG in support of the Project Manager (PM) Intelligence Systems & Analytics (IS&A) Aberdeen Proving Ground (APG), is conducting market research to identify sources capable of satisfying PM IS&A’s requirements for an Automated Data Collection, Reduction, and Analysis (DCRA) Framework software solution. The Government invites all business and academic organizations to respond to this RFI notice. Please see the attachment for details on the desired capability of DCRA, the requested information for this notice, and the instructions for submitting responses.

In a multi-domain environment, a weapons system, or System Under Test (SUT), utilizes a variety of sensor sources, reconnaissance imagery, and intelligence database information to form accurate and timely targeting recommendations. This is especially so for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) systems supporting anti-access/area denial (A2AD) weapon systems.

Currently there is not a method to provide a realistic multi-domain environment to a SUT to assess its performance in ingesting and processing data, providing target information and recommendations, and incorporating simulated battle data assessment (BDA) feedback into the real-time common intelligence picture. As Army sensor and intel system capabilities grow to accommodate data a higher volume, variety, velocity, and veracity, PEO IEW&S recognizes the need to investigate automated tools to assist the testing process, and specifically DCRA to better derive performance metrics and inform independent evaluations in a timeframe that meets the needs of aggressive program timelines.
