NRL to post C4ISR RFP in May

On May 2, the U.S. Naval Research Laboratory (NRL) posted a presolicitation notice for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Development, Support and Integration. NRL will accept questions or feedback until 2:00 p.m. Eastern on May 16.

The intent of this notice is to provide the presolicitation notice in accordance with FAR SubPart 5.2 Synopses of Proposed Contract Action in preparation for the anticipated release of a Request for Proposal (RFP). Solicitation no. RFP #N00173-25-R-2440, titled “Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems Design and Development” is planned to be issued in May 2025 and will be competed via a 100% small business set-aside competition.  The solicitation will use trade-off source selection procedures in accordance with FAR Part 15.  Award is anticipated to be made in accordance with FAR SubPart 15.101.

The resulting contract is planned to be a single award, cost-plus-fixed-fee, level-of-effort (LOE) procurement.  The period of performance will be for five (5) years.  The anticipated LOE involved will be a mix of labor categories, to include key personnel, consisting of 800,000 hours for the total period of performance, divided per year.

The North American Industry Code Standard (NAICS) is 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Product Service Code is AR13 Space R&D Services; Space Flight, Research and Supporting activities; Experimental Development.
