Noblis names Ellen McCarthy as the new president of Noblis NSP

Ellen McCarthyNoblis, Inc., a Falls Church, VA-based provider of science, technology, and strategy services, announced on November 22 that Ellen McCarthy, former Director, Plans and Programs, National Geospatial Intelligence Agency (NGA), has joined the Noblis NSP team as President of the organization.

“Ellen comes to us with an incredibly distinguished career in the intelligence community and the private sector,” said L. Roger Mason, Jr., Ph.D., Senior VP, National Security and Intelligence, Noblis. “Ellen is a trusted colleague and has a reputation of leading highly effective organizations with a focus on workforce, technology, and mission. We are very pleased to have her join the Noblis team and we look forward to expanding and enhancing the capabilities and solutions we bring to clients in this space.”

Before joining Noblis NSP, McCarthy served as a member of the NGA’s command leadership team, providing oversight for the execution and development of strategic direction, plans, programs, technology and research and development. Before this assignment she served as the NGA Chief Operating Officer where she oversaw the Agency’s daily business activities and advised the Director on a wide variety of issues related to strategic planning, programming and budgeting, corporate governance, and partner engagement.

Prior to the NGA, McCarthy served as the President of INSA where she led a number of initiatives that supported government policy and program development relating to cyber security, counterintelligence, acquisition, and homeland security intelligence. McCarthy has also held leadership positions with the Human Capital Management Office, the Office of the Under Secretary of Defense for Intelligence, the United States Coast Guard, the Office of Naval Intelligence, and Atlantic Fleet.
