NIWC releases C4ISR systems RFP
On September 3, the Naval Information Warfare Center, Pacific (NIWC Pacific), formerly SPAWAR Systems Center Pacific (SSC Pacific), issued Request for Proposal (RFP) No. N66001-19-R-0001 for the Integration, Engineering, and Support for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) system Integration and Shore Platform support.
The scope of this requirement includes system support, project management, administration, drafting, technical integration, testing, maintenance, engineering, logistics, facilities, and security for software and hardware for new and existing Command, Control, Communications, Computers, Intelligence, Reconnaissance, and Surveillance (C4ISR) systems and networks.
These programs include efforts in the following areas: Engineering services for systems and security; System integration, installation and fabrication; Rapid prototyping and experimentation; Research, development, testing, and evaluation; Engineering documentation drafting; Logistics and administration support; Sustainment and maintenance support; and Information assurance certification and accreditation.
This procurement will result in multiple indefinite-delivery, indefinite-quantity (IDIQ) contracts with firm-fixed-price (FFP), cost-plus-fixed-fee (CPFF) and cost (no fee) pricing arrangements. The period of performance will include a four-year base period and one four-year option period. Orders will be placed pursuant to the ordering process at FAR 16.505(a). This requirement will be competed on a full and open basis. This is a new requirement.
