NGA GEOINT Tradecraft Learning Support RFP just days away


On September 15, the National Geospatial-Intelligence Agency (NGA) posted a presolicitation notice for GEOINT Tradecraft Learning Support Services (GTLSS). The RFP, attachments and Contractor Bidder Library (CBL) will only be posted on the Classified Acquisition Research Center (ARC).
NGA intends to issue the Request for Proposal (RFP) HM0476-24-R-0019 for public response for the NGA GTLSS. The estimated release date of solicitation HM0476-24-R-0019 is 10 days after the posting of this synopsis. The Government currently anticipates 30 days for a Technical Proposal response. This notice is not a request for competitive proposals. The Government reserves the right to cancel this solicitation, with no obligation to the vendor by the Government.
The GTLSS RFP will be a commercial effort under FAR Part 12 and the Government anticipates using Best Value – Tradeoff evaluation methods and acquisition procedures as described in FAR Part 15. Contract award will be made to the offeror who provides the best overall value to the Government in terms of evaluation factors listed in Section 5 of the RFP. The procurement will be conducted using full and open competition procedures. The Government contemplates award of a performance-based contract using Labor Hour (LH) and Time-and-Materials (T&M) CLINs resulting from the solicitation. The period performance is anticipated to be a one (1) year base period with four (4) twelve (12) month option periods.
The GTLSS acquisition includes support to the National Geospatial-Intelligence College (NGC) with GEOINT Subject Matter Experts (SMEs) that shall: deliver NGC’s Geospatial-Intelligence Tradecraft Instruction, conduct maintenance on NGC’s GEOINT courseware, and support development of new NGC GEOINT learning solutions. The Contractor shall also support NGC governance and policy, and partnerships across the organization. The tasks associated include course delivery, curriculum management and maintenance, and course development support/implementation. The Contractor shall provide a collaborative team of SMEs with different GEOINT tradecraft disciplines that will instruct/maintain NGC developed learning solutions to help promulgate GEOINT doctrine and concepts.
