On January 5, the U.S. Navy posted a request for information (RFI) notice submitted on behalf of the Program Executive Officer Land Systems (PEO LS) Program Manager Intelligence and Cyberspace Operations (PM ICO) Program Office for an Over-the-Horizon Sensor (OTH-S). Responses are due by 10:00 a.m. Eastern on January 26.
PM ICO is responsible for the Terrestrial Collection Systems (TCS) program of record, which encompasses both Ground Sensors (GS) and Maritime Sensors (MS). The TCS program will include a persistent, long-range sensor, independent of national and theater collection assets, to provide Maritime Domain Awareness (MDA) and Intelligence, Surveillance, and Reconnaissance (ISR) tipping and cueing against targets operating in open ocean beyond the range of the littorals.
An OTH-S will detect adversary surface targets at extended ranges in support of the Marine Corps’ Stand in Force (SiF) mission to hold adversary ships at threat and inform joint kill chains. It provides the SiF an organic long range collection capability that does not depend on theater or national assets and is all-weather operable.
PM ICO seeks information on advanced stage Technology Readiness Level (TRL) OTH-S’ and their projected availability for fielding and deployment.
As the lead program management office for this effort, PM ICO is conducting market research in accordance with FAR Part 10 in advance of future development of OTH-S capabilities within the TCS program. RFI respondents with proven capability to meet the attached requirements should submit a detailed response.
