NAVAIR posts RFP for SOF C5ISR

On June 13, the Naval Air Systems Command posted a request for proposals for Special Operations Forces Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (SOF C5ISR) (Solicitation Number: N00421-17-R-0003). Proposals are due by 2:00 p.m. Eastern on July 31.

This is a Request for Proposal (RFP) for the Special Operations Forces (SOF) Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) Solicitation, N00421-17-R-0003, for the Special Communications Mission Solutions (SCMS) Division, AD-4.11.4.  The Government’s intent is to award a hybrid performance-based and non-performance based Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period, with Cost Plus Fixed Fee (CPFF) term Level of Effort (LOE), CPFF completion, and Firm Fixed Price (FFP) task orders to the offeror who provides the best overall value.  The estimated award date is 1 February 2019.

Description of Requirement:  The Naval Air Warfare Center-Aircraft Division (AIR-2.5.1.2) at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to provide technical support for the AD-4.11.4 SCMS Division.  SCMS supports the transition of SOF Unique Capabilities to the Department of Defense (DoD) services to facilitate the United States Special Operations Command’s (USSOCOM) goal of leveraging Service Common equipment while focusing SOF resources on SOF Unique requirements and capabilities.  The contractor shall provide engineering services to the SCMS Division to perform tasks in support of assigned SOF C5ISR projects including:  requirements definition; solution definition; integration, installation verification, and validation; and operation and sustainment.
