Missile Defense Agency posts counterintelligence presolicitation notice

Missile Defense 112On August 27, the Missile Defense Agency posted a presolicitation notice for its upcoming counterintelligence RFP (Solicitation Number: HQ0147-15-R-0012).

The Missile Defense Agency has a Counterintelligence Advisory and Assistance Support contract requirement under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. The requirements of this contract will provide support to detect, identify, assess, exploit, penetrate, degrade, and counter or neutralize intelligence collection efforts, other intelligence activities, sabotage, espionage, sedition, subversion, assassination, and terrorist activities directed against the Missile Defense Agency, its personnel, information, material, facilities, and activities worldwide.

This procurement will be issued on a Full and Open, unrestricted basis. The North American Industry Classification System (NAICS) code for this procurement is 541690 (Other Scientific and Technical Consulting Services); Small Business Size Standard is $15,000,000. It is anticipated that award will result in a single cost plus fixed fee (CPFF) contract for a base period of two years and three one-year options. Award will be made based on Best Value to the Government. All responsible offerors may submit an offer. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov.

It is anticipated that the solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov by September 30, 2015. Paper copies of the solicitation will not be issued. The Solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals will be due 30 days after the solicitation is issued.
