ISRMAT solicitation is days away
On January 29, the U.S. Army posted a presolicitation notice for Intelligence Surveillance Reconnaissance Mobile Advisory Team (ISRMAT) Support (Solicitation Number: W911S0-18-R-0001).
The Mission and Installation Contracting Command (MICC) – Fort Eustis located at Fort Eustis, VA anticipates issuing a Request for Proposal (RFP) for Intelligence Surveillance Reconnaissance Mobile Advisory Team (ISRMAT) Support to Resolute Support for the U.S. Army Training and Doctrine Command (TRADOC), Deputy Chief of Staff for Intelligence (G2) located primarily at Fort Eustis, VA.
The ISR team researches, develops, and characterizes current and future threat signatures, patterns, and processes for application in the development of ISR concepts, systems, doctrine, force design, and training development and in support of all Modeling and Simulation (M&S) efforts and requires capability to rapidly deploy small teams of personnel, with little support, providing direct over-the-shoulder advising/ coaching/ mentoring assistance to tactical U.S. and Coalition units.The US Army TRADOC, G-2, is responsible for providing intelligence, surveillance and reconnaissance support to Special Operations Forces (SOF) in the form of mobile assistance teams that train Soldiers in theater. This is a requirement for trained and certified Intelligence, Surveillance, and Reconnaissance Mobile Assistance Team (ISRMAT) personnel to provide ISR advisory and assistance capacity to the Regional Commands (RC) and Train Advise and Assist Commands (TAAC), Combined Joint Special Operations Task force (CJSOTF) and International Security Assistance Force – Special Operations Force (ISAF-SOF), focused on improving staff communication and processes, refinement of planning and requirements, and increasing ISR effectiveness for boots on the ground.
The requirement will be solicited on a restricted competitive basis as a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The Government contemplates awarding a firm-fixed price (FFP) contract with cost contract line item numbers (CLINs) for travel and other direct costs (ODCs). The period of performance consists of a 60-day phase-in period, 12-month base period, and three (3) 12-month option periods.
