FORSCOM releases RFI for cyber electromagnetic activities (CEMA)
On June 17, the United States Forces Command (FORSCOM) released a sources sought notice for cyber electromagnetic activities (CEMA) (Solicitation Number: W91247-16-T-0044). Electronic responses are due by Thursday, 23 June 2016 at 5:00 PM EDT.
The Government is conducting market research to determine interested qualified sources within industry for a requirement to provide Cyber Electromagnetic Activities (CEMA), to include Cyberspace Operations, Electronic Warfare (EW), Spectrum Management Operations, Information Operations, Space Operations, and participate in the CEMA Division Working Group to the United States Forces Command (FORSCOM). The DRAFT Performance Work Statement and historical workload and informational technical exhibits are included.
This is not a Request for Proposals; this is a Request for Information interest to determine interested sources prior to issuing the solicitation and obtain voluntary limited capability information of those interested sources. The Government will not award a contract based on this Request for Information, the information received, nor reimburse participants for information they provide. Any information provided is strictly voluntary.Below is a list of key tasks:

Shall assist in coordinating, synchronizing and assessing CEMA Cyberspace functions and capabilities (examples are defense of the cyber network, use of the electromagnetic spectrum) throughout FORSCOM that include recommendations on potential impacts of emerging strategic and operational guidance, plans and programs on Army cyberspace concepts, doctrine, and policy as it relates to FORSCOM equities.

Provide oral and written recommendations on potential impacts of emerging strategic and operational guidance, plans and programs on U.S. Army cyber concepts, doctrine and policy as it relates to FORSCOM equities.

Provide analysis and recommendations on cyber-related areas including Department of Defense information network, defensive cyber operations, offensive cyberspace operations, and intelligence support to cyber operations. Recommendations concerning EW will involve the use of electromagnetic spectrum for one of the three EW functions: electronic attack, electronic protection, and electronic warfare support. EW is an activity that is integrated into operations through CEMA.

Shall assist in coordinating and making recommendations in support of the FORSCOM G-6 Spectrum Management Office in developing and maintaining a common operating picture of systems and equipment that use the electromagnetic spectrum.
