DSS Intelligence Information Reports RFQ on the way
On November 14, the Defense Security Service posted a presolicitation notice for the Generate Intelligence Information Reports (IIRs) acquisition (Solicitation Number: HS0021-18-Q-0003).
The Defense Security Service has a requirement for a contractor to generate Intelligence Information Reports (IIRs) in support of the Collection Management Branch.
The Office of Acquisitions, Defense Security Service (DSS), Quantico, Virginia 22134 intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract utilizing procedures under Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items), and FAR Subpart 16.5 (Indefinite Delivery Contracts), for a contractor to generate Intelligence Information Reports (IIRs) in support of the Collection Management Branch (CMB) at DSS.
The contractor will review DSS Suspicious Contact Reports (SCRs) and analyze the reported information to determine if it satisfies DSS, Department of Defense (DoD) Cyber Intelligence (CI) or other agency’s collection requirements. The Government will then determine the suitability of the SCR for processing into an IIR. All IIRs will be drafted in accordance with (IAW) DSS and Defense Intelligence Agency (DIA) Standard Operating Procedures. The contractor will be expected to process 25 cases per Reports Officer (RO) each week. The estimated workload is 10400 cases per year. Due to space constraints at DSS Headquarters, no more than eight (8) ROs shall support this effort at any given time during the performance of each task order. The Period of Performance for the IDIQ contract will consist of a base year and four one-year options in accordance with FAR 52.217-9 (Option To Extend The Term of The Contract).
