Dr. David Stoudt, former Naval directed energy senior technologist, joins Booz Allen as fellow

Booz Allen 112Booz Allen Hamilton announced April 13 that the McLean, VA-based company has named Dr. David Stoudt as a Senior Executive Advisor and thought leader for the firm’s Directed Energy initiative, working closely in the areas of Engineering & Science and C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance). In joining Booz Allen, Dr. Stoudt has been recognized as a Booz Allen Fellow, an elite group of the firm’s most noted luminaries in select functional disciplines.

“Dr. Stoudt is a renowned expert in the field of Directed Energy, with internationally-recognized accomplishments in the areas of laboratory and field-testing, operations and policy,” said Trey Obering, former Director of the Missile Defense Command and an Executive Vice President in Booz Allen’s Directed Energy Initiative. “This hire marks a significant investment in Booz Allen’s commitment to excellence and leadership in Directed Energy and our focus on helping the Department of Defense and other clients to realize its potential.”

Dr. Stoudt joins Booz Allen following 26 years of civil service, most recently serving in the executive service’s technical ranks and as the Navy’s first and only Senior Technologist for Directed Energy. His areas of expertise include laser interactions with material, pulsed power technology, high-energy laser and high-power microwave weapons effects and modeling. In 2006, Dr. Stoudt was awarded the Navy Distinguished Civilian Service Award, from the Secretary of the Navy, for successful efforts to develop, and deploy into combat operations, new directed-energy counter-IED capabilities. In 2004, he was awarded the Naval Sea Systems Command Scientist of the Year Award and has been awarded three patents throughout his career.

“Booz Allen is deepening our expertise and experience in directed energy, and the hiring and designation as Fellow of Dr. Stoudt is a marquee move in this regard,” said Joe Sifer, Booz Allen Executive Vice President and leader of the firm’s Engineering and Science business, which encompasses Booz Allen’s Directed Energy initiative. “Dr. Stoudt is joining an elite team at Booz Allen chartered to build a business in, and position Booz Allen as a thought leader in the field of high-power directed energy applications as it matures and comes into the mainstream of defense, intelligence, civil, commercial, and international applications.”

The news of Dr. Stoudt’s hire coincides with the announcement of the 2nd annual Directed Energy Summit, which will take place June 23, 2016 in collaboration with the Center for Strategic and Budgetary Assessments (CSBA). Last year’s Summit marked the first of its kind, bringing together Directed Energy leaders, Booz Allen and CSBA experts, members of Congress, Department of Defense decision makers and industry leaders to explore issues and solutions related to DE weapons, including their abilities to address emerging threats and create new advantages for warfighters. The event will include updates on significant progress made since last year’s Summit and will highlight new advantages DE systems could provide to America’s warfighters in the near-term.
