DISA posts Mission Partner Environment Services synopsis

On June 27, the Defense Information Systems Agency posted a presolicitation synopsis for its upcoming Mission Partner Environment Services (MPE-S) acquisition (Solicitation Number: HC1047-18-R-4012). Questions and comments are due by 10:00 a.m. Eastern on July 13.

 

Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO) National Capital Region (NCR) intends to issue a solicitation for Mission Partner Environment Services (MPE-S). The MPE-S requirement is anticipated to be a Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. FAR 15 procedures and full and open competition will be utilized. DITCO estimates the request for proposal will be released in the July 2018 timeframe. Anticipated award is expected in the fourth quarter of calendar year 2018. The resultant IDIQ contract will have a five year ordering period and is anticipated to include firm-fixed-price (FFP) and cost plus fixed fee (CPFF) contract line item numbers (CLINs) and cost reimbursable CLINs for Other Direct Costs (ODCs) and Travel.

The requirement will be to provide all services and associated equipment to design, implement and operate the MPE enterprise. The requirements will be to ensure all services and associated equipment conform to, or are compatible with, MPE architecture, standards, and specifications. MPE-S and related information technology (IT) equipment, software, parts and appliances shall provide the full spectrum of DoD-wide support required by the emergent MPE enterprise and its central component, the MPE-Information System (MPE-IS), a pre-major system currently in the prototyping phase. The scope includes full MPE life cycle services at the enterprise level for all legacy and emergent Multi-National Information Sharing (MNIS)/MPE networks, systems and projects.

Specifically, the scope includes the full array of services and all functional elements such as capabilities and requirements analysis; engineering; engineering management; software development; business management; program management; the provision of information technology (IT) equipment, interconnected system(s), or subsystem(s) of equipment; life cycle logistics; and, test and evaluation and associated items of supply, equipment, hardware, software, parts, tools and infrastructure to the MPE-IS and any related program, system, project, study, or other efforts, including legacy systems contributing to, or interfacing with, the MPE-IS, which are needed to deploy and operate the worldwide MPE. This contract will provide the full-range of services for Command, Control, Communications, Computer and Intelligence, Surveillance and Reconnaissance (C4ISR) Systems and any related or successor systems to the Combatant Command, Service, or Agency’s (CC/S/A) and any other DoD components engaged in any manner in supporting the MPE. The period of performance for this effort is one 5 year ordering period.
