DIA to release solicitation for counterintelligence support
On March 24, the Virginia Contracting Activity posted a presolicitation notice for Counterespionage Division support services (Solicitation Number: HHM402-16-R-0035). The solicitation is anticipated to be released on or about April 25,2016.
The Virginia Contracting Activity intends to acquire a full range of security and defensive Counterintelligence (CI) support required to meet the mission of the Defense Intelligence Agency (DIA), Directorate of Operations (DO), Office of Counterintelligence (OCI), Counterespionage Division (CED) located in the Russell Knox Building (RKB), Quantico, VA.
The CED has been tasked to provide CI investigative and DIA internal CI activities to accurately identify threats posed to DIA personnel, information, missions from Foreign Intelligence Entities (FIE), and insider threats. CED support will identify and create opportunities to neutralize and exploit FIE efforts. CED is tasked to provide investigative support, CI Risk Assessments (CIRA), CI protective activities, CED foreign program support, and CI support to the Chief Information Officer (CIO). In addition, CED will conduct internal CI/CE activities to DIA Defense Critical Infrastructure Program (DCIP), DIA Supply Chain Risk Management (SCRM), and DIA Research, Development, and Acquisition (RDA) from FIE. CED also supports the Technical Surveillance Countermeasures (TSCM) program.
The purpose of this requirement is to obtain all-source counterintelligence analysis and plan and conduct timely CI investigative and DIA internal CI activities to accurately identify threats posed to DIA personnel, information, and missions from FIE and insider threats and identify and create opportunities to neutralize and exploit FIE efforts. The contractor shall provide CI Specialists, CI Subject Matter Experts (SME), and TSCM specialists to provide support to CED.
It is intended that this procurement will be processed in accordance with FAR Part 12 Commercial Items and is a 100% small business set-aside. This is competed via the Fedbizopps portal.
