DIA to release RFP for DOMEX Science and Technology Integration Lab support

On June 7, the Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, posted a presolicitation notice for an upcoming Science and Technology Integration Lab (STIL) requirement. The agency has provided a draft SOW and other documents and intends to release the solicitation (Solicitation Number: HHM402-17-R-0045) within 30 days.

 The Virginia Contracting Activity (VaCA) in support of Document and Media Exploitation (DOMEX), has a requirement to procure and intends to issue a solicitation for the Defense Intelligence Agency (DIA) for a requirement titled Science and Technology Integration Lab (STIL) support.  Currently, the existing and planned STIL support provides strategic digital forensic support to the Intelligence Community (IC), Law Enforcement (LE) Community, and Department of Defense (DoD) in the Continental United States (CONUS) and Outside Continental United States (OCONUS) locations for the rapid collection, processing, dissemination, and sharing of data.

The STIL supports the DoD in digital and media forensic technology. The STIL identifies, evaluates, develops, and supports the integration of technology solutions to support digital forensics tradecraft, content processing, and analysis/reporting technology. The STIL performs these tasks for a variety of technical and nontechnical end users, provides an array of technical and program support, and provides laboratory and associated logistics support to the DoD. This effort is designed to simulate a current or potential future deployable environment to support faster fielding of capabilities to the warfighter.

VaCA intends to seek potential Offerors with the capability to provide the services described in the attached draft Science and Technology Integration Lab (STIL) Statement of Work (SOW) (Attachment A) and performance specifications.  With this approach, the Government identifies the solicitation and program objectives and any minimal Product specifications, offering industry flexibility to develop cost-effective solutions and the opportunity to propose innovative alternatives that meet the objectives.
