DIA publishes SELFF RFP

On July 10, the Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, released the request for proposals (RFP) for the Security, Executive, Logistics, Facility, and Financial Support Services (SELFF) acquisition (HHM402-17-R-0072). Proposals are due by 12:00pm ET on July 25.

On July 10, 2017 this notice is updated to release the Solicitation. The Request for Proposals / Solicitation is now posted / issued. HHM402-17-R-0072 is attached. Editable documents for the PPQ, Acceptance of Package, and Basis of Estimate will be posted. The above information, posted on March 28, is updated within the Solicitation. It is the vendors responsibility to read the Solicitation and follow its instructions.

Synopsis of Requirement: The Virginia Contracting Activity (VaCA) has a requirement to procure and intends to issue a solicitation for the Defense Intelligence Agency (DIA) for a contractor advisory and assistance services.

VaCA intends to seek potential Offerors with the capability to provide the services described in the attached draft Security, Executive, Logistics, Facility, and Financial Support Services (SELFF) Statement of Work (SOW).

Historical Information: Historically approximately 28 FTEs at 1920 hours annually were used to meet this requirement. Potential offerors are strongly encouraged to propose their own labor category mix and hours needed to meet mission needs.

Security: Contractor employees will need to be cleared to the TS/SCI level.

Set-Aside: The Government anticipates that the solicitation will be set-aside 100% small businesses.

NAICS Code/Size Standard: The Government anticipates the applicable NAICS Code to be 541611 and the size standard is $15 million.

Contract Type/Vehicle: The anticipated vehicle will be single-award Labor Hour contract.

Period of Performance: The period of performance of the contract is anticipated to be a one (1) year base period plus four (4) one (1) year option periods. Vendors will also need to propose for an optional six-month extension of services.

Place of Performance: Work will be at the Government’s facilities in the National Capitol Region.
