DHS announces appointment of new members of the homeland security advisory council
Secretary of Homeland Security Jeh Johnson announced on April 17 the appointment of five new members to the Homeland Security Advisory Council (HSAC). The HSAC is comprised of experts from state, local and tribal governments, emergency and first responder communities, academia and the private sector who provide recommendations and advice to the Secretary of Homeland Security on a variety of homeland security issues.
The new members announced today include: Elaine Duke & Associates Principal Elaine Duke, University of Virginia Professor of Law David Martin, former Director of the National Counterterrorism Center Matthew Olsen, Robert Rose Consulting LLC., President Robert Rose, and Sonecon LLC., Managing Director Paul Stockton.
Elaine Duke, Principal, Elaine Duke & Associates, provides acquisition and business consulting services to a wide variety of clients and specializes in assisting companies seeking to do business with the Federal Government. Ms. Duke has 28 years of service with the Federal Government, including as DHS Under Secretary for Management from July 2008 until April 2010.
David A. Martin, Professor of Law at the University of Virginia (UVA) since 1980, is a leading scholar in immigration, constitutional law, and international law who has helped shape immigration and refugee policy. Professor Martin has served in several government posts, including as the Principal Deputy General Counsel at DHS from January 2009 to December 2010, as General Counsel of the Immigration and Naturalization Service from 1995 to 1998, and as a member of the HSAC’s Secure Communities Task Force in 2011.
Matt Olsen was Director of the National Counterterrorism Center from 2011 to 2014. He also served as the General Counsel for the National Security Agency and in a number of leadership positions at the Department of Justice, including as Special Counselor to the Attorney General. Mr. Olsen is currently an executive at IronNet Cybersecurity and a lecturer at Harvard Law School.
Bob Rose is President of Robert Rose Consulting, LLC and was previously a Senior Advisor to the Chairman of Bridgewater Associates. Mr. Rose is also a member on the Department of State’s International Security Advisory Board (ISAB) and the National Security Agency’s Cyber Response Panel. Additionally, he is a member of the Board of Advisors for the Chertoff Group, CrowdStrike and Securonix. Mr. Rose is a founding member of George Washington University’s Cybersecurity Initiative Advisory Council and the U.S. Secret Service N.Y. Electronic Crime Task Force.
Paul Stockton is a Managing Director of Sonecon LLC., an international advisory firm for security and economic-related issues. From June 2009 until January 2013, Mr. Stockton was Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs at the U.S. Department of Defense (DOD), where he was responsible for Defense Critical Infrastructure Protection and helped lead DOD’s response to Superstorm Sandy, Deepwater Horizon, and other disasters.
