On December 20, the U.S. Army posted a sources sought notice for Space and Missile Defense Advisory and Assistance Services II (SMDA2S II) (Solicitation Number: W91260-19-R-0001). Responses are due by 12:00 p.m. Mountain on January 28, 2019.
This request for information (RFI)/sources sought is being published for market research purposes only, to identify potential sources capable of supporting the Space and Missile Defense Advisory and Assistance Services II (SMDA2S II). This is the follow-on acquisition for the contracts know as Space and Missile Defense Advisory and Assistance Services (SMDA2S), Contract Number W91260-15-D-0001 thru 0004 and Space and Missile Defense initiatives Support III (SMDIS III), Contract Numbers W91260-09-D-0003, W91260-09-D-0004, W91260-09-D-0005, and W91260-09-D-0006. Responses to this announcement will be used to identify interested qualified sources available in the marketplace.
The contractor shall be required to provide non-personal advisory and assistance (A&AS) and operational support services for USASMDC/ARSTRAT and agencies which collaborate with us on definition, planning, development, and execution of high altitude Space, Missile Defense, Information Operations (IO), Cyber Operations (CO), Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), Space Science and Technology Strategy Initiatives, Force Tracking Mission Management, Integrated Joint Special Technical Operations (IJSTO), Commercial Imagery, and related missions.
The resultant A&AS contract(s) shall support all functional areas of the contract Performance Work Statement (PWS). The primary areas are anticipated to include but not limited to:
a. General Services
b. Infrastructure and Organizational Support
c. Intelligence
d. System Engineering and Integration
e. Integrated Logistics
f. Emerging Technologies
g. Operations
h. Exercise Planning and Execution
i. Training Development and Execution
j. Communications
k. Staff Support
l. Test and Evaluation
Other areas that are anticipated in a limited capacity include:
Simulation and Modeling Development
Rapid Prototyping, Limited Procurement, & Fielding
Administrative Services
The goal of these services is to ensure timely, energetic and cost effective solutions to support the command and partners. The contract was previously known as Space and Missile Defense Advisory and Assistance Services (SMDA2S), contract Numbers W91260-15-D-0001, W91260-15-D-0002, W91260-15-D-0003, and W91260-15-D-0004. It was awarded as a Small Business Set-Aside MAIDIQ with four contracts being awarded in 2015. The contractor shall be required to provide all management personnel, materials, and supplies required to perform support and services as detailed in the attached “DRAFT” Performance Work Statement.
