Army invites capability statements for interim contractor logistics support for sustainment of machine foreign language translation system
On August 5, the Army Contracting Command posted the following sources sought notice for Interim Contractor Logistics Support (ICLS) for Sustainment of Machine Foreign Language Translation System (MFLTS). Capability statements are due within 30 days.
The Army Contracting Command Command-Aberdeen Proving Grounds (Belvoir Division), in support of Program Executive Office Intelligence, Electronic Warfare and Sensors (PEO IEWS) Product Manager, Machine Foreign Language Translation System (PD, MFLTS) intends to award a Cost Plus Fixed Fee sole source contract to Raytheon BBN Technologies Corporation for a new contract for Interim Contractor Logistics Support (ICLS) for the sustainment of the MFLTS, which consists of an open architecture software and language component software modules. MFLTS sustainment includes configuration management, software releases, sustaining engineering, software maintenance, software fielding, training, maintaining/updating software user’s manuals and transitioning support. The period of performance will include a twelve (12) month base period and a twelve (12) month option period.
The proposed contract is for services for which the Government intends to solicit and negotiate on a sole source basis contract with Raytheon BBN Technologies Corp., 10 Moulton Street, Cambridge, MA 02138, under the authority of 10U.S.C. 2304 (c) (1) as implemented by FAR 6.302 -1(a) (2) (iii) (A) and (B) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per J&A Control Number 15-BELV-011.
The anticipated proposal due date is estimated at 30 days after release of the solicitation. This notice of intent is published in accordance with FAR 5.201 and is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
All responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 30 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. Responses shall be submitted via email within 30 calendar days of the date of this notice. All requests for information must be made in writing or e-mail to Wanda Noblin, Contract Specialist, or Rosetta Wisdom-Russell, Contracting Officer.
