Air Force seeks sources for LIONS II program
On December 18, the United States Air Force posted a sources sought synopsis for the Logistics Information and Operation Network System (LIONS). Capability statements are due no later than January 28, 2016 at 1:00pm PST. Questions are due no later than January 6, 2016 at 1:00pm PST.
The Air Force Space and Missile Systems Center, Space Superiority Directorate (SMC/SY) is using this Sources Sought Synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide maintenance, sustainment, and upgrade services for the Logistics Information and Operation Network System (LIONS). The results of this market research will significantly contribute to determining the method of procurement. The applicable North American Industry Classification System Code (NAICS) assigned to this procurement is 518210, Data Processing, Hosting, and Related Services, with a size standard of $32.5M.
The LIONS is the Maintenance Data Collection (MDC) system in support of SMC Space Superiority Special Access Program (SAP)/Special Access Required (SAR) programs. These services are currently being provided under contract #FA8819-11-C-0002 by Dynamic Research Corporation (DRC) (now Engility Holdings, Inc.), 2 Technology Drive, Andover, MA 01810-2434. The period of performance under the current contract is approximately five (5) years with a total estimated contract value of $6.5M. The follow-on contract is expected to consist of a one (1) year base period with four (4) one (1) year option periods. The Government anticipates awarding the follow-on effort in 3QTR FY16.
SMC/SY desires to contract for the maintenance, sustainment, and upgrade of the LIONS. The LIONS is a web-based MDC system that is compliant with Technical Order O 00-20-2, Maintenance Data Documentation, and has multiple levels of security from Secret/Collateral, up to and including, Top Secret (TS)/Special Compartmented Information (SCI) Special Access Program/Special Access Required (SAP/SAR). It is fully accredited to run over the Secure Global Network (SGN) and Secure Internet Protocol Router Network (SIPRNET) platforms. This capability must continue to be accessible at multiple geographically separated sites to provide the aforementioned functionality in support of operational systems within the SMC/SY portfolio.
The LIONS tool provides the warfighter a vehicle for collecting, storing, and retrieving base-level, depot-level, and contractor-type maintenance data. It includes functions such as, but not limited to: data/reports, populating forms regarding equipment management and tracking, equipment status reporting, configuration management, change requests, stock control reporting, preventative maintenance inspection (PMI) tracking, unique identifier (UID) tracking, user access administration, and help desk support.
