Air Force posts space and C3I assets RFI

On August 24, the U.S. Air Force posted a request for information for Five Year Indefinite Delivery-Indefinite Quantity Contracts For Space and C3I Assets (Solicitation Number: FA8250-17-R-0014). Responses are due by October 24.

The 415 Supply Chain Management Squadron (415 SCMS) is responsible for supply chain management of Space and Command, Control, Communications, and Intelligence (C3I) subsystems and components.  The 415 SCMS is developing a strategic sourcing initiative to improve the efficiency and timelines by which we provide serviceable components to our customers.  The 415 SCMS team is seeking vendors interested in competing for the repair of various Space and C3I assets on Indefinite Delivery-Indefinite Quantity (IDIQ) contracts.

Background

The 415 SCMS provides sustainment support for 26 weapon systems, 15 ground based Space systems and 11 C3I systems.  This encompasses over 10,000 National Stock Numbers (NSNs) with a total inventory of approximately 95,000 assets.  The 15 Space systems are comprised of ground based and mobile systems that range from high altitude/space tracking radars, infrared launch tracking, and satellite communications to low altitude tracking/identification manned and unmanned radar systems.  The 11 C3I systems are comprised of mobile tracking/identification tracking radar systems and mobile threat emitting radar systems utilized for Air Force fighter pilot training.  The technology for these systems spans over a 70 year period of time (1940s – 2014) utilizing analog, digital, solid state, microcircuit, traveling wave tubes, etc. concepts.  The technical data to support each of the systems is limited based on data provided at the time of system development and acquisition.

RFI Purpose

The purpose of this market research is to identify contractors interested in the repair of 415 SCMS managed NSNs under an IDIQ contract.  Prior to submitting any Request For Proposals, the 415 SCMS would like to have as many qualified sources of repair as possible.  To do that, the 415 SCMS is requesting vendors respond to the RFI questions below and identify FSCs that may have NSNs for which you would like to become a qualified source.  Following an evaluation of the responses from this RFI, the 415 SCMS will provide interested vendors a list of potential NSNs (based upon the FSCs they were interested in) and the process to achieve source qualification.

Developing Strategy

The desired outcome of this strategy is to have as many repairs for Space and C3I NSNs as possible on IDIQ contracts.  This strategy will cover approximately 350 NSNs and 44 Federal Stock Classes (FSCs).  The demand for these NSNs range from a demand once every five years to at least a demand every year.
