USSOCOM is looking for a multi-discipline Agile development team
On December 10, the US Special Operations Command (USSOCOM) posted the following request for information. Responses are due by email no later than COB on December 21.
The purpose of this Request for Information (RFI) is to conduct market research which will be used to plan and implement an acquisition strategy to procure services for an onsite embedded multi-discipline Agile Development team leveraging highly iterative Extreme and Scrum methodologies for high level capability for conceptualization, production and implementation of cutting edge software tools to aggregate and analyze intelligence data for real time exploitation.
USSOCOM is seeking Interested Vendors, or teaming ventures, with recent and relevant experience to provide support to the USSOCOMs actionable intelligence mission, with security clearances at the TOP SECRET/Sensitive Compartmented Information (TS/SCI) level, with proven capability to author code for the purposes of supporting operational activities, to fully leverage open source software programs with ability to customize and update as needed and to build plugins to commercial off the shelf software. Performance requires mastery of graphical user interface design and data visualization techniques so that results and tools can be quickly and intuitively understood by key frontline decision makers and analysts.
The Government is seeking subject matter experts/experience in the following areas:
A.Ability to hire/retain subject matter experts who program next generation solutions of the type that a larger enterprise could rely on operationally.
B.Proficient not only within the Multi-Discipline Agile Development methodologies, but have the reserves to be able to think ahead and envision how to solve tough problems when key pieces are missing.
C.Successful completion of previous requirements for the propagation of enterprise architecture, data science, tool building, big data analytics, and distributive computing.
D.Ability to perform core software coding and programming functions including multi-discipline Agile Development coding and programming, to include Extreme programming and Scrum.
E.Successful completion of previous requirements for programming in pairs or as part of a larger Scrum style effort.
F.Fully capable of utilizing distributive computing architecture including hardware as well as stack configuration, data ingest and structuring, complex big data analytics, and interoperability with other disparate cloud instances.
G.Ability to leverage both NoSQL (graph, column, and document) as well as RDBMS database types.
H.Ability to Extract, Transform, and Load (ETL) function of structured and unstructured data sets as well as enabling search and discovery across widely varying data types and formats for a large enterprise user community.
I.Previous experience in data science best practices and methodologies as well as generating new methods for leveraging distributive computing capability and employing advanced machine learning techniques.
J.Ability hire/retain software programmers with extensive experience in Agile Development coding and programming; distributive computing environment; the design/building of systems implemented to solve real-world generating platforms; capable in managing developmental networks in a classified enclave; designs, builds, tests, and implements software solution across function areas (HUMINT, IMINT, SIGINT, OSINT); experience in programming languages such as but not limited to Python, C#, PERL, etc.; broad background with operating systems such as but not limited to LINUX, DOS, UNIX, etc.; quantitative methods in econometrics, statistics, data, modeling , statistical inference, predictive modeling, insight generation and database analysis as an aspect of Extreme programming.
K.Successful completion of previous requirements requiring Top Secret Security Clearances.
L.Ability to transition requirements of similar scope.
Financial resources to maintain payment to sub contracts while USG processes monthly invoices of approximately three months in duration.
