Air Force prepares to release an RFP for Air & Ground ISR Support

On August 10, the Air Force issued a pre-solicitation notice for Air and Ground ISR training support (FA4890-15-R-0008).  A pre-proposal conference is planned to be held at Holloman AFB, NM on or about September 16.

Air Combat Command, Acquisition Management Integration Center (AMIC) anticipates issuing the final Request for Proposal (RFP) on or about 01 Sep 2015 with a closing date on or about 02 Oct 2015. This acquisition will be set aside 100% to Service Disabled Veteran Owned Small Business.  The Government intends to make one award as a result of this RFP on or about 31 Mar 2016 based on the availability of funds.  The North American Industry Classification System Code (NAICS) for this requirement is 611512 with a corresponding small business size standard of $27.5M.
The contractor shall perform in accordance with the standards outlined in the Performance Work Statement (PWS) as posted with the RFP.  The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items that are required to perform the Air and Ground Intelligence, Surveillance and Reconnissance (ISR) Training Support. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to support MQ-1, MQ-9 remotely piloted aircraft (RPA) with Air and Ground Intelligence, Surveillance, and Reconnaissance (ISR) training Support. The contractor will provide realistic training exercises for the war-fighter to include Opposing Forces (OPFOR), Friendly Forces (BLUFOR) and Joint Terminal Attack Controller (JTAC) support. Continuation Training may be added in the future.  In addition, this PWS provides for Air and Ground Testing support.  Additional weapon systems and places of performance may be added in the future.

Training support includes Initial Qualification, Combat Mission Ready, USAFWS Training and includes advanced reconnaissance and surveillance sensors, weapons, ISR target management, and mission planning and execution.  In addition, this PWS requires support in the development and integration of common operating standards, concepts, technologies, tactics, techniques, procedures, and training through the use of real-time ISR, surface attack,  Combat Search and Rescue (CSAR), Close Air Support (CAS) training scenarios on military ranges where aircrews conduct ISR, simulated attacks, CAS and CSAR on from the aircraft.
