Navy issues sources sought for intelligence training support

On March 25, the Navy Expeditionary Intelligence Command (NEIC) issued a sources sought notice in anticipation of an upcoming solicitation to be released next month (Solicitation Number: N00189INTNEIC). Capability statements are due by April 3.

The Fleet Logistics Center (FLC), Norfolk VA, is in the process of developing the acquisition strategy to obtain non-personal Navy Warfare Intelligence Training Support Services for NEIC.  Interested businesses are encouraged to submit a capabilities statement that describes their ability to support this requirement.  Documentation of technical expertise, instructor & contract qualifications must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience as specified within the Draft PWS.  The anticipated period of performance will cover a base year with four (4), 12 month option periods. The Government anticipates issuing the solicitation in April 2015.

The Navy Expeditionary Intelligence Command (NEIC) was established in October 2007 as part of the Navy Expeditionary Combat Command (NECC). NEIC ensures administrative oversight and training of a standing force of trained and ready expeditionary intelligence capabilities that augment expeditionary and fleet operating forces encompassing multiple theater requirements. NEIC’s Intelligence Exploitation Teams (IETs) provide tactical Force Protection (FP), Indications & Warning (I&W), and Intelligence Preparation of the Operational Environment (IPOE) through tailored intelligence collection, enabling support across the full spectrum Navy and Joint mission areas.

This effort is designed to provide training and assessment support for NEIC’s execution of the four phases of the Navy Warfare Training System (NWTS): Requirements, Plans, Execution and Assessment.

This support effort will include requirements identification, development, maintenance and conduct of live and constructive training and assessment of NEIC IETs across the Human Intelligence (HUMINT), Tactical Electronic Warfare (EW), intelligence analysis, Maritime Interception Operations/Visit, Board, Search and Seizure (MIO/VBSS), and personal protection capability areas.

NEIC’s training and assessment end-state is IET demonstration through the employment of capabilities during certification exercises. Exercises are NEIC controlled and will be live and constructive in nature. Standardized curriculum and instruction, continuous mentoring and coaching, individual and collective training, scenario development, Exercise Control (EXCON) and White/Red Cells are all enablers employed to prepare the training audience for participation/integration in the certification exercises. Certification is the culmination of all these efforts and identifies a unit as operationally ready to conduct wartime missions.
