Army releases RFP for intelligence technical support services

Army 112On March 25, the US Army Contracting Command posted a solicitation for Intelligence Technical Support Services (ITSS) (solicitation number W564KV15R0004-0001). Interested vendors should note that proposals are due no later than April 29.

This is a non-personnel services contract to provide Intelligence Technical Support services to the US Army Europe (USAREUR). The contract performance is for one base period (mobilization/phase-in), and five 12-month option periods.

The contractor shall provide non-personal intelligence technical support services for USAREUR Army intelligence operations, as defined in this contract, at specified government facilities with government furnished equipment (except as noted or authorized by the Contracting Officer) throughout the USAREUR Area of Responsibility (AOR).

The required intelligence technical support consists of intelligence analysis, operations and planning, security support, and information systems operation, maintenance and sustainment. Support is required at multiple locations to include fixed sites in Central Europe (Germany and Italy), possible future fixed sites in Eastern Europe (e.g. Bulgaria, Romania, Poland), in deployed contingency operations areas to include the Balkans, and other contingency areas.

Intelligence analysis work shall include All Source and single discipline, such as Signals Intelligence (SIGINT), Counterintelligence/Human Intelligence (CI/HUMINT), Geospatial Intelligence (GEOINT), and Open Source Intelligence (OSINT) as well as specialized skills, e.g., counter terrorism, geospatial information systems (GIS), knowledge management, biometrics, cyber threat analysis, and other disciplines that may develop in the intelligence community during the life of this contract

Support to intelligence operations includes collection management, plans and exercises, training, Special Security Officer/Security Specialist, and personnel screening support. Operation, maintenance and sustainment of information technology (IT) networks and systems includes System Engineering, Network Engineering, Computer 3 Network Defense, and Application and Database development and maintenance support.
